The only 'laziness' is they didn't apply regional limit to others for somehow. This should consider as a failed local realease, because this doesn't seems international at all. I think I'd alway choose to be available to play a russia version rather than a cold blood regional limit page though, it's about the options. And if you mentioned the setting launcher, I'm using tradtional chinese OS, but those settings just can't display correct and won't save any changes. Good news is all these options are the same with the ingame options, not a big issue actually.
And to be honest is fairly incomplete at the moment. Some dialogues are translated the main UI is almost completly translated but a lot of things are still in the original language. So my advice is. If you have experice with the koei's strategy games it's ALMOST playable but forget to understand the story line or the majority of the text based dialogues. If you haven't experience with this type of game save your money and wait for this fan made patch to be completed (it's in alpha stage) or hope in an official english release:) P.S. I'm not english.
